Add a new bot to create weekly management meeting's pad

Vincent Sellier requested to merge management-bot into production
  • Rename the initial weekly meeting only script to a generic weekly-reminder
  • Declare the new job

It add a little of duplication for the shell script but it's not something that evolve a lot. It will be time to refactor if a third bot is needed some day
