webapp: Activate save_origin_webhooks django app in production

Antoine Lambert requested to merge anlambert/puppet-swh-site:webapp-activate-webhooks-production into staging

Forge webhook receivers have been tested in staging and are working as expected, see related task on Phabricator.

We can now activate that new feature in production.
