manifest: Latest refactoring/cleanup

  • deploy/worker/base: Remove no longer used config directory (D1153#24490)
  • storage_archiver: Make the worker consistent with other ones(D1154#24493)
  • base_archiver: Be consistent with other service declaration pattern
  • services: Stop requiring the latest version for now (D1155#24557)
