belvedere: Migrate storage db to belvedere

Antoine R. Dumont requested to merge generated-differential-D1578-source into generated-differential-D1578-target

When the effective db migration is done. Changing only the pgbouncer will be enough prior to restart services (as those services relies on the pgbouncer now).
