packer: Move specific vbox configuration closer to the top

Antoine R. Dumont requested to merge generated-differential-D4136-source into generated-differential-D4136-target

So the future libvirt/qemu diff (!28 (closed)) makes a bit more sense ;) Mostly those same lines in the other template will be changed for the other builder.
