swh-build-docker-image: Use simple string TAG parameter

Antoine R. Dumont requested to merge generated-differential-D7485-source into generated-differential-D7485-target

The git-parameter is currently limited and failing to work from the ui. As the next step is about using phabricator to push tag to trigger the build, it's fine.
