swh/core: Rebase the storage configuration generation to use templating

Vincent Sellier requested to merge storage-template into production

It will allow to dynamically change the storage configuration without modifying the config maps.

It uses some indirection directly managed in the values files

Related to swh/infra/sysadm-environment#4879 (closed)

Currently still a draft as other storage type and objstorage must be implemented
