bootstrap deployment of swh.alter

Nicolas Dandrimont requested to merge mr/deploy-alter into staging

This deploys a single-replica container for running swh-alter, with the appropriate configuration.

(with a handful of preparatory commits to make the configuration process a bit nicer)
