staging: Prepare deployment of swh-alter

  • preparatory commit: improve the way ingresses are annotated (and allow overriding annotations via values at every level)

  • Add allow_delete for staging objstorages

  • disallow the delete endpoint on the existing objstorage ingresses

  • deploy a separate ingress with the delete endpoint enabled
