Refactor postgresql configuration into one swh.postgresql function

Antoine R. Dumont requested to merge refactor-helper-function into staging

This avoids duplicating code and allows to simplify conditional in various places.

Unit tests and minikube testing all happy.

It's simpler to review the mr commit per commit.
