browse/templates: Include save_code_now and vault assets conditionally

Antoine Lambert requested to merge anlambert/swh-web:render-bundle-if-django-app-enabled into master

Prevent inclusion of css/js files related to save_code_now and vault if the associated django apps are not enabled.

This should fix some js errors spotted in the ENEA mirror.
