webapp: Use custom template files for mirror homepage and footer

Antoine Lambert requested to merge anlambert/swh-web:mirror-custom-templates into master

By providing the path where templates are stored in configuration, a mirror version of swh-web can customize the homepage and the footer according to its needs.
