settings: Enable to customize page titles for mirror version of swh-web

Antoine Lambert requested to merge anlambert/swh-web:mirror-update-page-titles into master

Through a new configuration entry of type dict "mirror_config", enable to update page titles for a mirror version of swh-web containing the name of the partner hosting the mirror.
