client: first version of a provenance info getter

There a multiple obvious improvement waiting to happen, like using the provenance API when possible and probably moving this as a single end-point at the web server level. However this is a good start and allows for swh-scanner to start blindly calling an API to get information, regardless of its implementation (or the quality of its result). This is our main goal here.
