Declare vault backends in the swh.vault.classes entry point

Normalize the vault db for swh.core 3.6 with improved swh db handling capabilities.

Remove test_init.py, it's now outdated.

Depends on swh-core!395 so will need a dependency bump on swh.core before merging.
