Introduce scaffolding for a scheduler simulator

vlorentz requested to merge generated-differential-D4856-source into generated-differential-D4856-target

This simulator will allow us to compare the behavior of the old and new schedulers, as well as to test the impact of scheduler policies and their parameters on the performance of the Software Heritage archival infrastructure as a whole.
