scanner: default to `swh.model.discovery` policy

Pierre-Yves David requested to merge marmoute/swh-scanner:drop-policy into master

The RandomDirSamplingPriority is backed by swh.model and it seems like a good idea to standardize on it. We set it as the default before removing the other ones.
