Draft: DO-NOT-MERGE: small poc of always loading the provenance

Pierre-Yves David requested to merge marmoute/swh-scanner:always-provenance into master

This is impractical as long as special permission are needed, but it show how easy it would get.

Significant cleanup of dead code would be needed if we were to do that.
