ListFrontierDirectoriesInRevisions: List all frontier directories in a revision, not just the top-most

Stopping recursion when seeing a frontier directory meant that most (revision, directory) pairs were missing, as many occurrences of a frontier directory are as subtree of a directory we find to be a frontier in a later revision
