Add a prometheus instance

Nicolas Dandrimont requested to merge generated-differential-D1004-source into generated-differential-D1004-target

The prometheus instance is available through http://localhost:5080/prometheus.

Also seed the prometheus configuration so it can find its own metrics.

Test Plan

go to the aforementioned URI and make queries on the internal prometheus metrics that we don't really care about
