tox.ini: use usedevelop = true for pytest

Nicolas Dandrimont requested to merge olasd/swh-core:mr/tox-usedevelop into master

With the current state of pytest and tox, this just works, and it allows us to get rid of the annoying {envsitepackagedir}s sprinkled everywhere. It will make test output much less confusing too.
