Migrate to copier-base template

David Douard requested to merge douardda/swh-core:copier into master

This replaces the setup.py package file with pyproject.toml (keeping setuptools and setuptool_scm) and use an implicit namespace declaration for the swh namespace.

Depends on swh-py-template!28 (merged)

Will be correct when an actual v0.1.0 tag is set on the new swh-py-template.
