Add method RPCServerApp.setup_psycopg2_errorhandlers

vlorentz requested to merge vlorentz/swh-core:errorhandlers into master

This imports code from swh.storage.api.server, so it can be reused by other RPC servers for psycopg2 backends (swh-indexer-storage, swh-scheduler)

so we can silence these exceptions in these backends (swh-indexer#4723 (closed))
