Backfill raw_extrinsic_metadata on production kafka

The production kafka topic for raw_extrinsic_metadata was set with the default 7-day expiry.

We should run a storage backfiller to re-send the missing objects to kafka, which would allow (re)processing them with the journal client based metadata indexers, and making sure that they're fully mirrored and replayed to Cassandra.
