kafka: activate the authentication on the public network

It'a a try to expose kafka through a VIP managed by the reverse proxy

octocatalog-diff when it works :)

current caveat when testing it through vagrant, the authentication fails. (consumer from host machine fails to connect to the kafka within the vagrant vm)
