Add CLI to manage webhooks

To ease the management of webhooks by sysadmins, a CLI should be added to swh-webhooks wrapping its main features:

• creating, deleting and listing event types
• registering, unregistering and listing endpoints for a given event type
• sending sample events for testing webhooks deliveries
• listing events sent for a given event type according to various filters
