Fix permalinks for CRAN repositories

The permalink generated for a given release from the CRAN repository does not work ('CRAN' Origin type).

For example, it is the case of the permalink generated on the following page:

• https://archive.softwareheritage.org/browse/origin/directory/?origin_url=https://cran.r-project.org/package%3DairGRteaching&path=airGRteaching&release=0.3.1

Permalinks generated:

It works if:

• package%25253DairGRteaching, is replaced by: package%3DairGRteaching (for both 1st and 2nd example links)
• ;path=/airGRteaching/is removed (at the end of the 2nd example link)
