Bump nodejs to 18.x

We are currently using nodejs 14.x in Software Heritage development environment but it reached end of life.

As the 16.x LTS version reaches end of life on 11 September 2023, we should bump nodejs to 18.x whose security support ends in two years (this is also the version provided by debian bookworm).
