Improve popovers display on small screens

The Software Heritage web application for browsing the archive content makes use of some popovers elements in the DOM to display the following information:

  • metadata for the objects contained in the archive: contents; directories, snapshots, ...
  • persistent identifiers for the currently browsed objects

On small screens, those popovers display is not really great, see screenshots below: Screen_Shot_2019-06-05_at_11.24.18

It would be great if those popovers could cover the whole width on small screens. Other possible usability improvements could also be added once it is done.

Also the Permalinks tab button on the right of the screen should not overlap the Actions menu.
