bdist_wheel with manylinux for swh-perfecthash

By default bdist_wheel creates an architecture dependent wheel package that cannot be uploaded to pypi.org. It needs to be built with manylinux.

It would depend on libcmph in the same way psycopg2 depends on the psql client library installed from packages.
