indexer.storage: Schema improvments

Antoine R. Dumont requested to merge generated-differential-D2717-source into generated-differential-D2717-target
  • Empty temp tables instead of dropping them (Similar to what we do in the swh.storage, swh-storage!319 (closed))
  • fossology_license: Improve add query endpoint (previously slow and unclear). This also aligns with other equivalent indexer functions do.
