docker: Use production settings for swh-web

Antoine Lambert requested to merge generated-differential-D2768-source into generated-differential-D2768-target

As we use gunicorn to serve the webapp in docker, we have to use production config for swh-web otherwise Django cache and sessions can not be shared between workers.
