Improve the restart logic during removals

As there is a bunch of heavy processing, it would be nice(r) if, once the recovery bundle is generated, the removal process could be restarted from it (rather than from scratch). Maybe by adding a spot check on whether the origins have had new visits since the generation of the bundle.
